“Youth Disengagement – what costs and what remedies?" – Discussion organized by the European Youth Forum and Eurofound

The European Youth Forum and the European Foundation for the Improvement of Living and Working Conditions (Eurofound) will organize a joint event on 28 February 2013 in the European Parliament on the issue of Youth Disengagement in the contact of youth unemployment. The seminar will analyse Eurofound's October 2012 report on NEETs: Young people not in employment, education of training. It is the only study of its kind in Europe.
The term NEET describes young people who are not engaged in any form of employment, education or training. The term has come into the policy debate in recent years due to disproportionate impact of the recession on young people (under 30 years old). The unemployment rate for those under thirty is nearly double the average rate. Young people with low levels of education are also three times more likely to be NEET than those with third-level education. The risk is 40% higher for young people having a disability or health issue than nationals.
The report investigated the current situation of young people in Europe, focusing specifically on NEETs to understand the economic and social consequences of their disengagement from the labour market and education and to look at measures for preventing young people from becoming and remaining NEETs. The joint Eurofound and European Youth Forum's event in February will be the first broader public discussion of the Eurofound's report on NEETs. The discussion will address youth unemployment policy responses, considering in particular the release of the Youth Employment Package and the European Commission proposal for a Council Recommendation on Youth Guarantees, where young people have the right to a job, training or re-training within four months of graduating or being made unemployed. Employment Ministers will reach a decision on the Youth Guarantee proposal at a meeting in Brussels on 28 February. The discussion will also address the issue of the political and social marginalization of young people in the context of youth unemployment which is highlighted in the report.
